Will the FURminator make my dog cold?
Like when he goes outside during the winter to go potty, will he have fur to keep himself warm?
Will removing the undercoat make my dog colder?

Should I buy the FURminator right now (I live in the Wisconsin) or in the summer? I have a $3 dollars off coupon right now. It expires in 3 days. Should I buy it and save it for summer? Or buy it in the summer? Will it ever go in clearance, btw?

The FURminator removes the dead fur (loose fur, shedded fur). It does not remove the actual undercoat that’s there to keep your dog warm.
Your dog will be fine. 
EDIT: I would go ahead and buy the brush now, since you have a coupon. It’s pretty popular right now, so I don’t see the price decreasing any time soon. It can be used year-round. It doesn’t have to be used only when the pup loses their ‘winter coat’.
